Question: 4k and the "Next" Gen Console war

So, having never seen a game rendered in 4K, having never spent time with a 4K TV outside of Best Buy I have some questions.

For those that have been keeping up with console development and are in the know, I need something explained to me. The big gripe with the PS Pro is that it doesn't have a 4k blu-ray and it can't possibly render in 4k while the Scorpio supposedly can. This seems like an immediate strike against the potential for this PS system. My question is, if your average consumer sat in front of a natively rendered 4k game vs a game that has been up scaled, how obvious of a difference is this? For me the difference between 720 and 1080 is certainly noticeable, but no where near as drastic as SD was to HD.

While I have heard that 1080 to 4k is only a minor difference (unless extremely close), is the difference between native and non-native significant enough for anyone to actually care? Instead of worrying about pixel count shouldn't we be far more concerned over frame rate? I'm not a tech guru, and really have no hands-on experience. From what I have heard frames per sec and high dynamic range should be the main concerns for us, but everyone seems to be super focused on the native 4k the Scorpio is capable of.

It is hard to get an opinion with the PS vs Xbox fanboy in-fighting. Anyone with an unbiased opinion that can weight in?
