Xbox Scorpio used on a 1080p display for better FPS and visuals?

So I'm really not interested in 4K, just because the simple fact that a high end PC nowadays can't handle it that well, so this will be just way more out of control, same thing gonna happend like with todays next-gen consoles, bad FPS 15-25 and they need to lower the visuals so the game can be played on 720-900p.... if the game will be choppy and ugly then what's the point of 4K? (because 4K does not mean the game will look good, just it's a resolution setting)

So I don't own a 4K monitor/TV and I'm not planning to buy one atm, so my real question is if I buy the Xbox Scorpio and I use it on an 1080p display, am I getting some FPS or some visual advantage? Like a game is running on 4K with 30FPS and on medium settings but if I set the resolution to 1080p can I play it with 60FPS and maybe on high? Because if they gonna lock everything to 30 FPS, just because of 4K, I defenetly not gonna buy it, I'm playing on a 144hz screen on PC and even I can see the difference between 60 and 144hz, so you can imagine sometimes how choppy the 30 FPS on console can look to me, but I can't denie the fact that there are a lot of things made better on console so that's why I play on both platforms, just I don't understand why always this shitty things like high resolution and shit was soo important to developers rather than a stable 60 FPS with good visuals...
