Need consultation: I built my system and was super happy until I got to my second game and can't tell whether it's the GPU or the game itself.

I built this guy (https://www.reddit.com/r/buildapc/comments/4d8lq7/trying_to_build_an_htpc_and_gaming_pc_for_the/)

I love the machine, for the most part. Windows 10 is quite buggy, but manageable.

The main things that upsets me are GPU related. I installed the EVGA GeForce GTX 960 2GB SuperSC ACX 2.0+ Video Card.

1) Every time I boot my machine, the color settings reset. Since I'm hooked directly into the TV, I had to adjust Brightness, Contrast, and Gamma to my liking. And when I reboot/boot I have to manually go it and adjust brightness/contrast all over again. Weird thing is the color shows the way I want it, and then a split second later something changes it to the way I don't want it. Almost like Windows is overriding the GPU setting.

2) Most importantly, I'm annoyed with gaming. I loved playing Assassin's Creed Black Flag and Rogue for Xbox360, and thus I installed AC: Syndicate on the new machine. The recommended settings for the game are ...

For a recommended experience, the game requires a video card with at least 3GB of VRAM when playing at a full HD resolution

I'm not close to full res. I'm at 1136x676 doing 720p. The recommended graphic settings on the are the lowest it can possibly be. I tweaked a few things, but it barely mattered. The even with the game on it's lowest setting possible the game hiccups. Freezes momentarily, renders things incorrectly at times, overall is sloppy.

Is this the game developer's fault, or the GPU's fault? Is there a piece of software that can enhance the settings of the card better? I read about HiAlgo. Youtube turns up way too much to know what works best. I don't feel like I purchased a low grade GPU, and if I did, where can you sell a GPU after 1-week of use with no box?
