The tl;dr: the quality is too high for my metered connection. I set streaming quality to "low" on the Netflix site but the XBone app doesn't seem to honor it, and the Hulu app seems to have no control for the quality at all. Have I done everything I already can?
I was previously on half megabit DSL, and Hulu streams at a constant quality that was way too high and Netflix seems to love their variable quality thing where a single second of un-utilized bandwidth meant it should immediately scale up the stream and cause me to buffer every 3-5 minutes.
I've been on 15 megabit satellite for 24 hours and I can already tell that I'm going to hit my data cap before the month is out. Netflix is going all the way to 720 and I think Hulu is 480, so the streaming quality is still too high for different reasons.
I am perfectly content with 360p and I can't seem to force the quality down at all. I've selected "low" on the Netflix website but it doesn't seem like my selection is being honored at all on the XBox One app, and Hulu doesn't seem to have a quality option at all unlike their web player.
