CPU Usage question while streaming, maybe my brothers and sisters will know.

I posted this on /r/twitch, as well, but I feel like my brothers and sisters would be able to help out with a CPU related issue more than the twitch sub.

My settings are the following:

Encoding Tab: x264, Max Bitrate 3500, Audio Encoding is Default.

Video Tab: Base Resolution 1920x1080, Resolution Downscale 1.50(1280x720), Filter Lanczos (best detail, 36 samples), FPS 60.

Advanced Tab: Process Priority Class Above Normal, Scene Buffering Time 1000, x264 CPU Preset faster. (changing between faster and veryfast showed very little difference in CPU Usage)

I have 1 scene with 7 sources. I have 3 Text sources, 1 CLR Browser for Twitch Alerts, 2 Images, a Webcam, and my Xbox with ElGato HD60. [My webcam settings] [My ElGato settings].

About 3 weeks ago I was able to stream Halo @ 720p 60fps using these settings. When streaming, I'd get about 75% CPU Usage at max with StreamLabels and my Twitch dashboard open with Chrome. I bought an SSD recently and wanted to move Windows to the SSD, so instead of using migration tools, I just reformatted my PC and re-installed Windows on the SSD. I re-downloaded and set up OBS using the same settings as I used prior (I had taken screenshots of each tab and sent them to my e-mail so I wouldn't forget what settings I used), and now I'm maxing my CPU Usage while streaming.

What could have changed possibly? The only thing that's changed on my PC was adding an SSD. Anybody have any suggestions?

My PC Specs:

CPU: i7-3700k - no overclock, need to buy a new cpu cooler due to 212+ breaking.

GPU: GTX 970

OS: Windows 10

Main monitor(used for XB1, not connected to PC currently): 144hz Asus -- I'm not a peasant, I understand XB1 rarely breaks 30fps. I use this monitor mainly for PC gaming.

Second monitor: LG IPS 2560x1080.

TL;dr: was able to stream 720p 60fps with an HD60 a couple of weeks ago using settings listed above @ about 70% CPU Usage, reformatted PC and added an SSD, now I'm maxing out CPU.
