PS4 and Xbox One law of diminishing returns?

So I have heard that the PS4 is 3x as powerful as the Xbox One and 10x as powerful as the PS3. Although even with a somewhat minor upgrade in graphics, modern consoles can't handle 1080p at 60fps and last gen consoles can still look pretty close to current gen (see gta v and mgs v). So I guess we are reaching a bottleneck in realism because obviously 10x is no small number. I don't understand why 1080p 60 fps is so hard since 1080p is twice of 720p and 60 fps is twice of 30 fps, so that should only take up to 4x the power. What are they doing with the extra 6x the power?
