My picture looks terrible and I don't know why...

I think you're going to tell me I need a new monitor... But let's try anyway.

I recently built my first computer: the End-All from PCMR builds, so I'm rocking an R9 390. I have it hooked up to a Philips 22pfl4505d/f7b via an HDMI cable with Win 10 64.

Not the best monitor, I know, but it's what I got for now. It's also 720p and, when streaming from my xbox one, looks pretty alright.

I've tried fiddling with the resolution, but they all look terrible, don't fit the screen correctly, look terrible, make the text unreadable, and/or look really really terrible.

Meanwhile, I have a fairly old, Dell panel that I can't even find a model number on, hooked up via a DVI-D cable that looks normal. Also, when I hook the Philips up to the CPU out via a VGA, it looks far and away better.

What is going on between my monitor and my GPU?
