is there a way to increase picture quality on xbox one? [ALL]

I'm on the Xbox one, and often when a show or movie is offering in 720 or 1080p it doesn't let me watch at the highest quality, as it would drop to 480p. Is there anyway to tweak the settings so I can maximize the quality of what I'm watching?
