[Build Help] Repurposed Steam Big Picture PC

I have repurposed my old desktop computer into a Steam Big Picture PC that I use exclusively with Xbox 360 controllers. I built it myself many years ago, and currently, I am primarily using it for local co-op games (e.g. Rocket League, Trials Evolution, Trine 3, Serious Sam 3, etc.) and emulators (e.g. Project64, etc.) that I play with friends.

It runs everything fairly well believe it or not, but I am looking for a new video card that has DirectX 11 capability and better driver support for Windows 10. It does not need to impress people, it just needs to run everything smoothly at okay settings. The PC is currently on Windows 8.1 and it seems like the drivers have not been supported for years.

The TV I am using is 1920x1080, and I run all games at that resolution. My preferred budget is around $100, and I am in the United States. I have really not been keeping up with video cards (or any hardware, for that matter) for the past few years (i.e. since I built this computer), and therefore, I have no clue how the 4890 stands in relation to the new lines. This is why I'm asking you! Here is the total build as it stands now:
