What is your intended use for this build? The more details the better.

This will replace an Xbox in our living room, connecting to 32" 720p TV via HDMI. I will game (Fallout 4, Hearthstone) via Xbox controller and keyboard/mouse. We'll use it to watch movies/TV, play music, and probably browse reddit.

If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)

It will need to be able to run Fallout 4 well enough so that it looks on on my 720p TV. Max settings and 4k resolution are not a priority.

What is your budget (ballpark is okay)?

$1000 incl. wireless keyboard, wireless adapter and Windows (10?)
