Here is a Galaxy Axiom, this is only $16.99 from this site. I want to say, that I bought 4 phones from here, shipping is fast, and free
Anyway, this phone is a cheap band 12 device, as it comes from US Cellular. I managed to get data working, but as it is a CDMA phone, voice does not work. SMS only receives but does not send, even though the SMSC number is fine. If you want to do some plain band 12 testing though, this is the perfect device.
You have to change the APN settings, but there are no APN settings. To fix, follow this

Hit New Shortcut>activity>find "APNs">Add the shortcut

When in APN settings, hit menu key, add APN

Fill in this info

Select the APN, and you should be on T-Mobile's network
I have a band 12 enabled area, since March! :) I hit 10 mbps in my town over B12 at my house, 65 over B4 at my house. Basically I live in a really good T-Mobile area
For the points stated above, only buy this device if you really want to use B12, or have a separate SIM card you can use like me. Really good deal for $17 though

For some reason band 12 doesn't show up there, but I assure you band 12 is on this phone, proof
