Streaming pc

So I ve streamed for a while and streaming is very fun. I have a crap laptop thought and I can barely run my stream.. So Im going to make upradge, I stream for fun but Im ready to make big upradge.. but then again my streams have been alright because I stream from console, xbox one using elgato. So I do not play on pc at all. On my new pc I would make videos to youtube and stream on twitch (probs 720, maybe 1080). I would like my stream not go down and it to be good all the time, my internet is fine in that part. Stream ive run from my laptop are 720 quality allready but I do lag every now and then. I also might use obs to streaming and recording at the same time.

Would love to hear answers for these :

How big of a upradge I should make? And what should I look to have in my new pc? How much would it cost?
