Streamer having serious sync issues with OBS since moving from desktop (broken) to laptop (more powerful than desktop was)

Okay so I am having some serious sync issues lately. My desktop (dell xps 8300: stock motherboard, 2nd gen i7, 16gb hyper x fury ddr3, EVGA GTX 1050 ti sc, 2tb HD, 460w psu) bit the dust, really from what I can tell the graphics card died on me and everything else is alright. Since then I switched to streaming from my alienware 17 R4 (7th gen i7, 16gb ddr4, 128GB SSD (Boot) + 1TB SATA, NVIDIA GTX 1070) I have never had any sync issues before. My audio and video are like ten seconds off of one another. I stream on mixer and here is the link to my latest VOD for reference, skip to somewhere in the middle to see what I mean.

I am using the FTL option. My internet connection is fairly steady. I get 15mb DL, 5 UL which has always been enough to stream in 720 easily and without issues. It's maddening that the laptop, which has better specs, has provided me with lesser stream quality. I have a theory or two but could use some suggestions to try. I have also tested everything by doing a recording using OBS instead of streaming and everything synced perfectly.

I am wondering if the USB hub just can't handle it. Everything was running through it's own onboard port on the desktop before. I stream my xbox one through an avermedia live gamer portable 2. I also use a logitech c930e webcam and a blue yeti. All of these things are running through the USB hub. Can it just not handle the load? I thought at first that maybe the capture card was just the problem but then looked at the webcam and it's off as well. It looks like the video is faster than the audio by quite a bit. 10 secs or more, which I know is not a big deal for twitch but is an eternity on mixer with everyone used to FTL.

My second theory is there is some setting in OBS I just have messed up, however I have gone over those settings every way I can imagine and just have found zero things different from what I have always done.

I am open to trying anything I can, the only issue is money. If it wasn't I would just fix the desktop but I have a kid due in two weeks so we are doing our best to be frugal.
