First build, Streaming computer on a budget

What is your intended use for this build? The more details the better.

Streaming and maybe light gaming. I game on my Xbox One but would like to feed video to my computer through a capture card and be able to stream to Twitch at at least 720p60fps.

If gaming, what kind of performance are you looking for? (Screen resolution, framerate, game settings)

Might do some light gaming but unlikely that I'd have any AAA titles or anything too intense on the computer, 99% of gaming would still be done on my Xbox. What games I do play I'd like to run at 1080p60fps but again this isn't super necessary.

What is your budget (ballpark is okay)?

Under $1000, preferably under $800. Low, I know.

I know the GPU could be better, but I'm willing to upgrade that later. Similarly I'd like to have at least 16gb of RAM but again I'd be fine to upgrade that later especially since I'll have two more unused RAM slots in the motherboard. I don't need anything too crazy, not looking to run in 4K, I just want a computer that can handle streaming through a capture card no problem. As I understand it, that's more intensive on the CPU than the GPU (though I definitely could be wrong on that and feel free to correct that notion if I am).
